The fourth badge, Verified, is earned separately, only when the owner submits their licence, insurance, product and safety documents.
California first because it has the strictest medical-spa supervision laws in the country. If the methodology survives California, it survives anywhere. Minnesota will run the same playbook, adjusted only where Minnesota law diverges from California law.
